Barstow’s City Council will consider approving its first-ever pot shop permits Monday in two votes on out-of-town applicants seeking to run dispensaries: one in what is currently an IHOP restaurant, the other adding to a company’s already vast portfolio.

The elected council’s inaugural 2022 meeting opens to the public at 7 p.m. Monday in City Hall. Preceding it will be a 5 p.m. workshop giving the council and public an overview of policies underpinning Barstow’s nascent industries of growing and selling pot, which the council legalized as commercial practices within city limits last June.

The city has since shaped rules and regulations for commercial cannabis that include concentrating businesses in “green zones” around the Outlets at Barstow and unincorporated Lenwood, requiring city approvals beyond the business permit itself, and tacking hefty fees on owners to begin and maintain a shop.
