High winds caused power outages in metropolitan Portland area, sewer overflow

The heavy rain caused Portland’s sewer system to overflow to the Willamette River about 1:15 a.m. Sunday. The overflow is about 80 percent storm water and 20 percent sewage, according to Diane Dulken, of the city’s Bureau of Environmental Services.
